At the time, Charleston was part of Virginia but became part of West Virginia in 1863.
This note features a Vignette titled Washington in Camp at the upper left. A portrait of Thomas Jefferson is at the bottom right. Printed with an interesting red reverse!
This note grades Fine with some tiny pinholes, tiny edge tears, and a ~3/8" tear on the right.
It measures ~ 7" x 3".
